Our Purpose

Scotland Excel’s purpose is to raise procurement standards in Scotland in collaboration with local authorities and suppliers to secure best value for our customers and in doing so, will build a reputation for being the Centre of Expertise for Procurement for Local Authorities offering a comprehensive, professional and customer-focused approach to working.

Scotland Excel’s vision is to be recognised, respected and trusted by local authorities and suppliers as the leading procurement organisation in Scotland.

Scotland Excel was created as a Centre of Procurement Expertise for the local government sector to help improve the efficiency and effectiveness of public sector procurement in Scotland.
 
Launched on 1 April 2008, Scotland Excel is a non-profit making organisation funded mainly by participating Local Authorities. Renfrewshire Council is the lead authority for Scotland Excel.
 
Scotland Excel’s Head Office is located in Paisley and is supported by staff in regional offices based in Aberdeen, Edinburgh and Inverness. Our aim is to provide front line customer support throughout Scotland and ensure that the local requirements of member councils are well represented.

Strategic Objectives

Scotland Excel has ten main strategic objectives to meet in its first year of operation. These are:

1. Deliver Best Value, Collaborative Contracts – Wave 1
 
2. Deliver Best Value, Collaborative Contracts – Wave 2

3. Improve the level of best practice procurement by providing appropriate training programmes

4. Improve the level of best practice procurement by developing and promoting other professional development initiatives

5. Improve Supplier Development, Engagement and Management

6. Support the development of new and improved systems and technologies to drive further process efficiencies and reduce or eliminate of non-value added activities from the procurement cycle

7. Provide excellent customer service

8. Communicate clearly with all stakeholders to ensure effective delivery of our objectives

9. Implement effective and customer focused policies, processes and procedures

10. Develop a skilled, professional, innovative and customer focused team
