Overview

This framework is a national collaborative framework agreement for care home services in Scotland for adults with learning disabilities and/or autism. Through this Framework, councils and other authorities who can be purchasers can purchase support arrangements for adults with learning disabilities and/or autism from third sector and private sector organisations for agreed Fees and under agreed terms and conditions.

Services covered by this framework include accommodation, support with personal care, support to access social, educational and employment activities, support and information to make choices and decisions, take risks and gain more independence.

The framework is designed to be flexible and outcome focused, and is based on a core service available to all supported people and the option for additional services, which can be specified and purchased on an individual basis to allow for individually tailored support, by agreement between purchasers and providers. Providers have submitted a Core Price for each registered care home.

Main Users:

All Councils in Scotland may participate in this framework agreement. NHS organisations listed on the Scotland Excel website are also entitled to use the Framework, and any Integration Authority, or other body, established pursuant to the Public Bodies (Joint Working) (Scotland) Act 2014, and taking on responsibility for purchasing these services.

Savings
The framework establishes consistent quality requirements based on national standards and outcomes and the views and wishes of people with learning disabilities, and expects high standards of individualised support. It introduces greater transparency around costs and supports commissioners to achieve improved value for money. It should also improve understanding of the nature of services and relationship between price and service delivery, and help to develop a stronger basis for effective working relationships between councils and providers. In the longer term, it gives opportunities for development and improvement of services to meet the aims of the Scottish Government “The Keys to Life” strategy.
