Our Senior Management Team support the Executive Team with developing and managing Scotland Excel.  Each manager leads a team responsible for a key operational area of our business.  

Jim McLaggan Business Services Manager

Jim McLaggan, Business Services Manager 

Jim joined Scotland Excel in 2008 and manages a range of key business activities including finance, human resources and committee services.  He has extensive business and operations experience in public, private and charity sector organisation. Prior to joining Scotland Excel, Jim was the Head of Marie Curie Cancer Care Charity in Scotland, and previously he managed Securicor’s Financial Services Operations where he was responsible for the cheque clearing operations across the UK.  A chartered secretary by profession, he holds non-executive director roles in various organisations including the Scottish Youth Football Association, Antonine Housing and, previously, Citizens Advice. 

Ian

Ian McNaught, Customer Development Manager 

Ian is an experienced business manager who joined Scotland Excel in 2016 to lead and develop a team of 14 staff across customer account management, learning and development, leading change, and business development. He also manages Scotland Excel's transformation programme, and has extensive experience of leading and supporting operations and enterprises globally. Before joining Scotland Excel, Ian was the Executive Director of Small Business Charter, facilitating engagement between UK university business schools, SME communities, Business, Innovation and Skills (BIS) and national parliaments. Ian represents Scotland Excel on the Scottish Government’s Professional Practice & Development Strategic Forum.

Billy Murray Procurement Development Manager

Billy Murray, Procurement Development Manager 

Billy has been with Scotland Excel since 2009 and is responsible for the development, implementation and governance of procurement policy and process.  He also leads the data team within Scotland Excel.  Billy is our lead officer on the strategic direction of procurement at a national level, representing Scotland Excel at the Scottish Public Procurement Policy Group and the Scottish Local Government Procurement Forum. His awareness and understanding of relevant UK and EU legislation makes Billy an essential source of advice and guidance on these subjects. Prior to joining Scotland Excel, Billy was a Procurement Manager for Scottish Airports and BAA plc.

Lesley Richard Strategic Procurement Manager

Lesley Richard, Strategic Procurement Manager 

Lesley joined Scotland Excel in 2009 as a Senior Procurement Specialist, and was promoted to her current role in 2015. She manages a team of 14 staff responsible for a wide range of corporate, facilities, education, ICT, fleet, roads and waste contracts. Lesley has established close working relationships with strategic partners such as Food Standards Scotland, Zero Waste Scotland, Publishing Scotland, Transport Scotland and Scottish Prison Service.  She also works in partnership with the health and education sectors to ensure knowledge and processes are shared to benefit the wider public sector. Prior to joining Scotland Excel, Lesley worked as a Buyer with BAA plc.

Andrew Richmond Strategic Procurement Manager

Andrew Richmond, Strategic Procurement Manager 

Andrew joined Scotland Excel in 2011 and leads the teams establishing national construction and social care contracts.  Prior to joining Scotland Excel, Andrew worked in senior executive roles in both the private and public sectors in Australia for 20 years.  It was in his latter roles in the Australian public sector that Andrew became passionate about using the power of procurement to benefit society.  As Director of Infrastructure and Contracts with the Department for Aboriginal Affairs, Andrew gained first hand experience of disadvantage faced by remote Aboriginal communities in outback South Australia. He firmly believes that collaborative and creative procurement can deliver value while responding to community needs.

Maureen Robertson, Marketing and Communications Manager

Maureen leads the small but dedicated marketing and communications team at Scotland Excel responsible for a wide range of activities including publications, media relations, events, customer research and the website. She also plays a lead role in the development of corporate strategy, planning and reporting.  Maureen is a passionate about customer experience and is currently leading a project to deliver a number of service improvements in response to customer feedback.  She joined Scotland Excel in 2009, and has more than 20 years business experience with public and private sector organisations such as Scottish Screen, VisitScotland and United Airlines.
