Selling to local authorities

Scotland Excel develops collaborative contracts for products and services that account for a relatively high spend across the local government sector.  However, there are many other products and services that local authorities need to buy which are not covered by our contracts.

In such cases, local authorities develop their own contracts for the supply of these products and services, (known as Category C commodities).  As public sector organisations with a responsibility to achieve best value, they  follow robust procurement procedures and adhere to legislative requirements when placing these contracts.

Local authorities publish their tendering opportunities on the Public Contracts Scotland Advertising Portal.  For lower value or ad hoc requirements, they may use the Quick Quote facility on this site which notifies the opportunity directly to a pre-selected list of suppliers. 

Many local authorities have a dedicated procurement area on their website where suppliers can find out more about their contract processes and requirements.  Councils also host regular 'Meet the Buyer' events which provide an platform for engaging with suppliers in their area.
