E-auction is the route to savings for mobile award

Scottish Procurement awards mobile telephony and data contract to Everything Everwhere.
Scottish Procurement has announced that Everything Everywhere - a partnership between Orange and T-Mobile - has been awarded a contract to supply mobile telephony and data services to a number of public sector organisations.
The contract offers the potential for savings of around 59%, which equates to more than £600,000 per annum across the ten participating public sector organisations. The contract has initially been awarded for two years with the option to extend for a further two years, which could lead to a total saving of £2.4m over the four year period.
The tender process for the award was carried out in September by 'e-auction', using the Government Procurement Service Mobile Solutions framework. Suppliers were asked to compete in real time to offer the most economically advantageous bid for voice calls, SMS, voicemail and mobile data services.
In addition to the cost savings, a number of value-added benefits were achieved including unlocked handsets which could be migrated to other networks at the end of the contract period. Running the competition as a an e-auction against an existing framework increased efficiency by reducing the costs and timescales associated with public sector tendering.
While the arrangement is currently only available to organisations that participated in the e-auction, similar opportunities are expected to be offered in 2012.
