Scottish Procurement and Commercial Directorate sponsors free online training portal. 

Following the success of four refresher courses for public sector procurement professionals on the EU Public Procurement Directives, the Scottish Government's Procurement and Commercial Directorate is delighted to announce the launch of a free online training portal.

Developed by Harpur McLeod LLP, and aimed at public sector employees who require an understanding of the EU procurement directives but have little or no previous experience or knowledge, the 'Introduction to Procurement Law' programme provides an easy-to-use online training resource.

This training portal will help staff achieve a clear understanding of procurement law in Scotland and will provide an overview of key procurement principles and issues.

The portal will contain seven straightforward modules which can be completed at any time, and in any order, throughout 2011:

  • Introduction to the Public Contracts (Scotland) Regulations 2006
  • Key principals and procedures in the Regulations
  • Key stages in the procurement process
  • Selection and evaluation criteria
  • Framework agreements
  • Review procedures, remedies and enforcement
  • Best practice and risk management

Each module will be supported by a video and training handbook to help make a complex topic easier to understand.  While primarily designed as an online study package, the course materials can also be used for group or classroom discussions.

Registrations for this course open on Monday 21 March, and will take place online.  Further information and advice on accessing the portal is available for local authority employees in our Members area
