Scotland Excel is now firmly established as one of the country's leading public sector shared service organisations. From our early days as a collaborative procurement organisation, we have evolved to provide a range of services that help our members deliver effective and efficient public services through the use of our contract portfolio and initiatives to enhance their procurement performance. 

When we launched in 2008, our priority was building a portfolio of collaborative contracts (now worth more than £950m annually). Since then, our approach to collaborative procurement has expanded to encompass policy, innovation, economic development and social considerations, while still remaining firmly focused on savings, efficiency and compliance. We have pioneered many  of the sustainable procurement practices now embedded in legislation to ensure that our national approach delivers a positive local impact.

In January 2009, we introduced a learning and development programme for local authorities which is recognised across the public sector. Over 5,500 delegates from more than 100 public sector organisations have attended one of our courses. We have championed the development of new talent through the public sector's first national graduate trainee programme for public procurement - now in its third cycle - and more recently through modern apprenticeships and paid internships.

Also in 2009, we created a dedicated team to help our members improve their procurement performance. As assessors for national Procurement Capability Assessments (PCAs), we saw this as an opportunity to encourage our sector's procurement community to come together and work with us collaboratively on improvement initiatives and best practice. Our work in this area has since grown to encompass consultancy projects that have supported a measurable increase in local authority procurement capability. 

We are proud to have helped our sector make a step change in procurement over the past nine years and achieve tangible benefits for their communities.  Our services will continue to evolve over the coming years as we strive to realise our vision of becoming the partner of choice for our members.  We believe that there is more we can do to help our members achieve even greater benefits from our shared services.
