National People and Skills Workstream
Scottish Government Procurement Directorate invited representatives across the public sector to form the National People and Skills Working Group (P&SWG), to assist in implementing these recommendations and to ensure consistency in the development of training across each of the public sectors where possible. The P&SWG has enjoyed wide representation and commitment from all public sector bodies. Scotland Excel has worked in close collaboration with Scottish Government on the P&SWG in planning for skills enhancement at national level and to ensure that Scotland Excel’s Learning and Development Strategy is consistent in delivering the recommendations from the Review of Public Sector Procurement.
The focus of the group is concentrated in five main areas:
• Competency Framework
• Skills Gap Analysis
• National Training Contracts
• Public Sector Faculty
• Procurement Development Programme

Introduction
Scotland Excel aims to provide support to Local Authorities in increasing their Council’s procurement capability and has worked at national and local level in its commitment to facilitate this change. The Review of Public Procurement (McClelland 2006) identified that procurement staff in the Scottish public sector should have the appropriate skills for their level of responsibility, easy access to a wide range of professional and vocational training and a recognisable professional procurement career path.
Scotland Excel’s Enhancing Procurement Capabilities Programme 2010-2011
Scotland Excel is pleased to extend our Enhancing Procurement Capabilities Training Programme to cover the period 4th May to 1st October 2010. This extension will allow Scotland Excel to continue development work with the Local Authority Learning & Development Strategy Group on competencies and training for devolved procurement staff, and plan a comprehensive training programme for all procurement professionals for 2010-2011.
Enhancing procurement capability for the local authority sector in Scotland is a key objective for Scotland Excel and our aim is to support local authorities in achieving an increase in their procurement capability through mediating cost-effective training. The attached programme (for the Summer/Autumn period) details courses which will be delivered at locations throughout Scotland. The training is targeted at all levels of staff within local authorities from those who require awareness training in procurement to those who require to develop advanced skills and we ask that you contact us as soon as possible to book places which are limited according to each course. Course outlines and agendas for each course, together with booking forms, are available from Helene Holden at helene.holden@scotland-excel.org.uk or training@scotland-excel.org.uk. We can also assist in the development of in-house courses/seminars to suit your own needs. Please contact us now to secure your places or discuss your training needs further.
